Pillar the Caterpillar had a dream of eating all the leaves he could, but the law says you can only have one a day. Pillar woke up determined to change this.

Pillar thought since he was just one caterpillar there was no way he could change the law

He suddenly remembered history class!!! His teacher said "Anyone can propose a bill."

Pillar went to his senator, wormy, to ask how to get a bill started. 

well first you introduce it to your senator, so Good Job!

Pillar then told wormy all about his dream to eat as many leaves as he could and how everyone was always sad from being hungry all the time.

Wormy thought it was a great idea to make everyone happy. Wormy promised to introduce it.

Ill address the chair!!!

A week passes and Pillar gets a letter in the mail from wormy! Pillar gets nervous to open it.

Great News!!!

The House loved your Bill, It is being assigned to a standing committee as we speak. We are assigning you to the "farming committee" I will get back to you as soon as can.

Pillar was so excited. He wanted to ask so many questions so he decided to write wormy back.

Thank you Wormy. I have a few questions if that's okay. What is a standing committee and what do they do?

Pillar got a letter back right away.

I'm sorry Pillar I forgot you aren't a senator silly me. A standing committee is a group specialized on a certain area of interest in this case the farming group took over yours. In fact they liked it as well! So now your bill is going to a subcommittee witch is a smaller version inside of the committee

Pillar was so happy he wanted to go out and celebrate.

Pillar went to go get his leaf for the day, but he saw how sad and hungry all the other caterpillars were and became sad too.

Pillar decided to go to the library to do some research on his bill.

He found out that it would be put on the calendar. This means it would be discussed and debated about.

When a bill is debated about the whole senate discusses it. Pillar found out the bill could be debated at the house of representatives or the senate.

If the house of representatives take it there is a limit on how long they can debate and when time is up they vote.

If the senate takes it there is no time limit. But there is a window for voting time. Pillar found out what often happens is Filibusters.

Pillar looked up what a filibuster was. He found out it was someone wasting time so they couldn't vote or make people want to leave.

Pillar knew he needed the vote to be in the house of representatives so he hoped with all his heart.

Pillar decided to go to the senate and check up on his bill. He found out that it had gone to the house of representatives first and he was so happy.

Wormy told him nothing but good news the bill had survived the house! Pillar asked to go celebrate.

Wormy then told him that the bill still had to be passed at the senate as well. Pillar got really scared they would waste time.

Wormy told him how the same process needs to happen at the senate to pass the bill.
