The Politics of Transforming Education in Ecuador: Confrontation and Continuity, 2006-17
Introduction
Education in Ecuador has undergone profound transformations, particularly in the last two centuries. These changes reflect not only pedagogical developments but also deep political and ideological confrontations.
In 1897, Ecuador approved the Law of Public Instruction, a revolutionary step that officially removed the Church from control over education. Until then, religious authorities had dominated the school system, shaping it according to moral and theological principles.
The new law declared that primary education must be secular, free, and mandatory. This marked the beginning of state responsibility for shaping an inclusive and non-religious public education system.
The reform emphasized that education was a right, not a privilege.
This transition was not peaceful. Conservative sectors, closely tied to the Catholic Church, strongly resisted the removal of religion from education.


Teachers were no longer expected to be moral guides trained by religious orders.
New subjects such as natural sciences, geography, and civic education were introduced to replace religious instruction.


The 1897 reform aimed to build a unified national identity. A secular school system would teach a shared civic culture and national history, moving away from colonial traditions tied to the Church.
As part of a broader liberal modernization project, secular education was tied to urbanization, economic development, and the emergence of a modern state.
Although still limited, the reform opened doors for women’s education by emphasizing intellectual development over religious morality.
The 1897 law laid the foundation for all future educational reforms in Ecuador. It marked the beginning of the ongoing struggle between conservative and progressive forces in education.
